Press Release

The Oklahoma Bureau of Narcotics (OBN) has apprehended a violent felon for Human Trafficking. On January 5, 2021, OBN K9 Interdiction Agents conducted a traffic stop on Interstate 40 in Canadian County. When Agents made contact with the driver, they observed 11 other males inside of the vehicle. OBN Spokesman Mark Woodward says during their investigation, Agents located a Deportation Warrant on the driver.

“Through communications with other agencies, we were able to confirm that the driver was an aggravated deported felon and had outstanding warrants for kidnapping, extortion, and cocaine trafficking in other states. Information also indicates he is a member of a Mexican drug trafficking organization and has a history of weapons charges.” ---OBN Spokesman Mark Woodward

Two of the other 11 males inside the vehicle were juveniles and all of these individuals were in the United States illegally. The driver, identified as Luy Fedy Ruby (DOB 10/25/1978) from Oaxaca, Mexico, was booked into the Canadian County Jail on the outstanding Warrants and will face additional Oklahoma charges for Human Trafficking.

“I am extremely proud of the hard work and diligence of these Agents. They were able to quickly identify and apprehend this violent felon and rescue those in his custody before anyone else was harmed.” ---OBN Director Donnie Anderson

OBN is working with federal investigators at the Office of Homeland Security (HSI) as the investigation continues.
