OKLAHOMA CITY – Oklahoma House Representative Mickey Dollens, D-OKC, passed HB 3809 out of the House Appropriations and Budget General Government Subcommittee yesterday.

The bill would eliminate fees associated with replacing state IDs and birth certificates for individuals experiencing homelessness. Notably, it allows them the option to designate a nearby shelter as their temporary address.

Addressing the pressing challenges faced by homeless individuals, Representative Dollens emphasized the importance of removing barriers hindering their ability to rebuild their lives. “Obtaining employment and accessing housing services is very challenging without proper identification.” Dollens said.

In expressing his commitment to empowering, rather than punishing, the homeless population, Rep. Dollens remarked, “The state of Oklahoma must shift its focus from punitive measures to empowerment. Expecting the homeless to reintegrate into the workforce without proper identification is unrealistic. While this bill won’t solve the entirety of the homelessness issue in Oklahoma, it is a strong step in the right direction.”

The bill secured a 4-3 majority vote.
