Bill was born on February 28, 1941, in Shidler, Oklahoma, to William C. Hoffman and Dorothy (Enlow) Hoffman. He passed away on September 29, 2026, in Poteau, Oklahoma.
Bill graduated from Waldron High School in 1958. He married Waldron native, Fay Jo “Jodi” Nichols, on November 4, 1959, in Heavener, Oklahoma. Together, they built a life centered around family, hard work, and a shared commitment to their community. They welcomed their son, Billy Ray, in 1960, and their daughter, Kim, in 1970.
Bill worked various jobs before enrolling at the University of Arkansas in the mid-1960s, where he studied civil engineering. In 1969, he left the university to begin a career with JoB Construction Company as the asphalt superintendent. His dedication, knowledge, and leadership helped shape what would become a lifelong career in the construction industry. In 1980, Bill and Jodi purchased JoB Construction Company.
Bill went on to serve as Chairman of the Board and President of JoB Construction Company, Inc. Throughout his career, he was an active member of numerous professional and business organizations, including the Oklahoma Asphalt Pavement Association, National Asphalt Pavement Association, and Association of General Contractors. He also served as a member of the Carl Albert State College Development Foundation Board of Trustees. In recognition of his contributions and service, Bill was inducted into the Carl Albert State College Hall of Fame in 1995.
While Bill took great pride in his work and accomplishments, his greatest joy came from his family. After retirement, he cherished the opportunity to spend more time with those he loved. He enjoyed hunting, fishing, cattle ranching, and making memories with his family. Bill’s legacy will live on through the many lives he touched, the work he built, and, most importantly, the family he loved so dearly.
Bill is survived by his wife, Fay Jo “Jodi” Hoffman; his daughter, Kim Hoffman-Wilson and husband, Tim; his son, Billy Ray Hoffman and wife, Starla; his sister, Donna Mae Starkey and husband, Ray; grandchildren, Amber Martinez and husband, Antonio, Bo Hoffman and wife, Sara, and Grant Wilson; great-grandchildren, Braden Vera, Alexa Vera, Kingston Wilson, Hayden Morris, and Ellie Wilson; bonus children, Kenneth Perry and Brooklyn Martin; and the “Nonni Babies,” Claire Martin, Gavin Martin, and Willow Perry.
He was preceded in death by his parents, William and Dorothy Hoffman; granddaughter, Gabba Wilson; and great-granddaughter, Kimber Jo Terry.
Pallbearers will be Larry Howard, Charlie Oliver, Bo Hoffman, Antonio Martinez, Shawn Holland, and Marion Deleplank.
In lieu of flowers, memorial contributions may be made to the Hoffman Family Scholarship at Carl Albert State College.
