Oklahoma’s Promise was created in 1992 by the Legislature to help more Oklahoma families send their children to college or other post-secondary school such as technology centers. Oklahoma’s Promise was originally designated as the Oklahoma Higher Learning Access Program (OLAP). The program is administered by the Oklahoma State Regents for Higher Education.

Oklahoma’s Promise offers qualified Oklahoma students an opportunity to earn a scholarship for college tuition. Homeschooled and online high school students are encouraged to apply also.

The scholarship may be used at accredited public or private colleges or universities in Oklahoma as well as for some programs and courses at public technology centers within the state.

Students who qualify for Oklahoma’s Promise should take 15 units of required high school courses to help get ready for college. Requirements

  • Must be an Oklahoma resident.
  • Must enroll in the 8th, 9th, 10th or 11th grade. (Homeschool students must be age 13, 14, 15 or 16.)
  • Must be a student whose parents’ federal adjusted gross income does not exceed:
    • $60,000 with 1 or 2 dependent children OR
    • $70,000 with 3 or 4 dependent children OR
    • $80,000 with 5 or more dependent children.
  • The student must be a resident of Oklahoma.
  • The student must be a U.S. citizen or lawfully present in the United States at the time they enroll in college in order to receive the scholarship.

There are additional requirements such as GPA in high school and college, good conduct, and time frame for completing a degree.

Even if your child doesn’t currently qualify, sign him/her up anyway. Income limits sometimes change as does family income and/or the number of dependent children. If you have signed up and were denied, update your income/dependent children numbers as situations change.

Upon completion of the program’s requirements, students will earn:

  • Tuition at an Oklahoma public two-year college or four-year university.
  • OR a portion of tuition at an accredited Oklahoma private college or university.
  • OR a portion of tuition for approved programs at Oklahoma public technology centers.
