Oklahoma Attorney General Gentner Drummond

OKLAHOMA CITY (May 7, 2026) – A former state employee faces felony charges for stealing more than $2 million from programs designed to help low-income Oklahomans pay their energy and water bills, according to a criminal filing made today in Oklahoma County. Attorney General Gentner Drummond says Casey Letran is accused of spending nearly seven years exploiting his role to pocket money meant for struggling families. 

An Information, or charging document, was filed today in Oklahoma County. According to it, Letran is accused of diverting funds from the Low-Income Home Energy Assistance Program (LIHEAP) and the Low-Income Household Water Assistance Program (LIHWAP) to his own personal use. LIHEAP and LIHWAP are federally funded programs designed to help vulnerable Oklahomans pay their utility bills. The alleged theft occurred between Sept. 1, 2017, and Aug. 1, 2024, while Letran was entrusted with managing those funds on behalf of the state. 

“This is theft from Oklahoma’s most vulnerable citizens, plain and simple. These programs exist as a lifeline for people in our community,” Drummond said. “Public servants are granted a sacred trust, and those who betray it for personal gain will be prosecuted to the fullest extent of the law.” 

Every person arrested, charged or indicted is presumed innocent unless and until convicted of a crime in a court of law.
