The Oklahoma Department of Corrections is pleased to announce a newly updated mission statement: “To build a stronger Oklahoma by transforming lives in a safe, rehabilitative, and compassionate environment.” Developed with input from ODOC staff across all levels, this update reflects a shift toward greater emphasis on rehabilitation and transformation while maintaining ODOC’s steadfast commitment to public safety.

ODOC’s historic mission to protect the public, employees, and inmates remains foundational. However, the agency’s expanded focus on rehabilitation now also aims to equip justice-involved individuals with the tools they need to successfully reenter society, contributing to reduced recidivism and safer communities.

“Our mission has evolved to match the nature of our work,” said Steven Harpe, Executive Director of ODOC. “Safety is central to our responsibilities, but we recognize the importance of providing pathways to rehabilitation, offering second chances, and ultimately strengthening our communities. This mission blends safety with compassion, honoring the legacy of Oklahoma’s own Kate Barnard, a pioneering advocate for rehabilitation and compassion in public service.”

Core values such as Honor, Empowerment, and Integrity reinforce ODOC’s mission, guiding every employee to serve with dignity and commitment to Oklahoma’s future. The agency’s Protect pillar upholds the agency’s commitment to transparency and security while positively influencing lives.
