The Office of Juvenile Affairs (OJA) is pleased to announce the confirmation of Sharon ‘Shel’ Millington as Executive Director of the Office of Juvenile Affairs (OJA).

“I am truly humbled by this appointment, said Millington, I appreciate the opportunity to serve, and I am committed to approaching this work with respect, accountability, and a focus on improving outcomes for our state.”

Shel was appointed by Governor Stitt to serve as Interim Executive Director on October 24, 2025, where she focused on bringing stability and safety for both clients and staff during a period of significant transition. Her steady leadership, combined with her long-standing commitment to evidence‑based practice and system improvement, has positioned the agency for continued progress and strengthened community impact.

Shel most recently served as the Chief Clinical Officer for Oklahoma Human Services, where she oversaw program development, clinical quality, and service delivery improvements. Prior to that role, she served as Deputy Executive Director of OJA, where she led reform initiatives and strengthened statewide service capacity.

“Shel’s experience, vision, and dedication to evidence‑based practice make her an exceptional leader for this agency,” said Karen Youngblood, Board of Juvenile Affairs Chair. “Her commitment to strengthening community partnerships and improving outcomes for youth and families will guide the agency into its next chapter.”

“This is a huge moment for OJA,” said Les Thomas, Board of Juvenile Affairs Vice Chair and Chair of the State Advisory Group (SAG). “Shel brings an energy and vision that is impossible to ignore. Her track record speaks for itself. We are beyond excited to welcome her into this role and even more excited for the future we will build together under her leadership.”

During her tenure with OJA, Shel successfully implemented evidence‑based models including Functional Family Therapy and Dialectical Behavior Therapy, expanding access to effective interventions for youth and families. Her leadership emphasized system reform, provider training, and partnerships with community‑based agencies.

Shel holds a Bachelor of Science in Psychology from Oklahoma State University and a Master of Arts from the University of Central Oklahoma. She is formally trained in Dialectical Behavior Therapy, Trauma‑Focused Cognitive Behavioral Therapy, and Parent‑Child Interaction Therapy. She is also a nationally recognized Master Trainer in cognitive behavioral interventions, contributing to workforce development efforts across the country.
