“Pocket veto” is the phrase for this week. Except during the last five days of the first regular session of the Legislature, the governor has five days to take action on a bill. If he fails to act, the bill becomes law. Once session adjourns, however, he has 15 days, including Sundays, to sign such a measure. If he fails to sign, it is considered a pocket veto, and the measure does not become law.

Currently, there are 21 measures still awaiting the governor’s signature. He has until midnight June 14 to sign, or they become pocket vetoed. These bills cannot be reconsidered during our second regular session.

On another note, congratulations to retired Rear Admiral Gregory Slavonic on his appointment to head the beleaguered Oklahoma Department of Mental Health and Substance Abuse Services. This is one agency in dire need of leadership. I had some conversations with Slavonic when he headed the Oklahoma Department of Veteran’s Affairs concerning closing of the Talihina Center. I didn’t agree with some of the decisions, but I do remember his honesty and respect during this trying time. I wish him well.

Epic Charter Schools appears to be in some financial distress as they have furloughed many employees. With reduced staff, one has to wonder if they really can turn things around or is this the beginning of the end. I have known several students who completed their education through Epic, and they seemed to succeed. I feel like they have served a niche population. Time will tell.

Finally, the storms just don’t seem to quit. McAlester and Wilburton both sustained significant damage again this past weekend. I am thankful we haven’t had any severe injuries reported as of yet. I attribute this to our advancements in forecasting. A big “Thank You” to our electrical workers. It seems they have been working around the clock for the last month to keep power flowing into our homes.
